I am a tight crocheter so I tend to go up in hook size to achieve the size I need for the crown measurement.
The length of a stitch will also stretch more than another. Double Crochet will stretch more than a half double crochet or single crochet.
Most finished hats will stretch over time.
The crown is the best way of measurement.. You will want to work you stitches in rounds until you achieve the crown diameter.
Example: I want to make a toddler hat. I will make my round increasing until I reach the crown diameter (circle) of 5.6" - 5.9".
